Seafield is a city at the east end of the great Veldis
sea. It lies at the mouth of the Dronac river, and is strictly speaking
part of Bariston. The population is predominantly human, and owe allegiance
to both the Duke of Bariston and the Kelevantian crown. Seafield gets its
name from both the periodic flooding of the Dronac river, and the blue-green
grasses which grow in the fields around the city. Seafield has very rich
soil, and a large variety of crops grow here. Seafield is an interesting
hybrid between hobbit and human. The hobbits technically control the city,
but they are not interested in a strict control. In fact, most hobbits
see the city as just a very large village, to be run by common sense and
decency. Unfortunately, not all humans feel the same way.
The architecture of Seafield is unique. The inhabitants have adapted
to the periodic floods by building city blocks with elevated sidewalks
and blocks. The normal wagon traffic is at ground level, but the main level
of the city blocks are all at the same level, and the main entrances of
shops are between 4 and 10 feet above the street.. City blocks are connected
by bridges, and there are no windows below this level.

Population: 27000 humans, 21000 halflings, 4000 dwarves, 2000 elves, 1500
gnomes.
Rulership
Count CCCC is the nominal ruler of Seafield and the lands to the east of
it. In practice, Seafield is controlled by a council of neighborhood "elders"
(from the hobbits) and a number of human guildmasters and heads of merchant
families. These individuals generally are selected by a particular area
of the town and given informal authority over that region. Actual policing
of laws is the responsibility of Count CCCC's men, but the laws are recommended
to CCCC by this council

The docks to the bay hold a bewildering variety of ships. Askmath drakkars
moor beside Theluran sea-chariots, and a number of ships built to look
like various sea animals port here (Seafield is open to Spelljamming vessels).

Churches
On an island is a large shrine to Ceveld, a local demigod of the seas,
particularly the Veldis Sea. Ceveld is worshipped by both halflings and
local humans. The island is said to be the birthplace of the demigod.

Mecuy of Zanya: a Dara from Syeliasi, who acts as (unofficial) ambassador
from Syeliasi. She has a duergar assistant (Valnitak Greystar, a lvl 4
Psi/Th). She normally wears an ornate saffron robe over immaculately tooled
leather armor. She has four Syeliani bodyguards (all F4s with wild talents).
She holds no real power, but the Count-Mayor humors her. Dara Mecuy is
even more arrogant than most Syeliani, and will treat almost everyone like
dirt.
